Congressman David Valadao, representing California’s 22nd district, has introduced new legislation aimed at expanding domestic energy production. The bill, known as the Certainty for Our Energy Future Act, was introduced with support from Reps. Jen Kiggans (VA-02), Andrew Garbarino (NY-02), Mark Amodei (NV-02), and Dan Newhouse (WA-04). This legislative proposal seeks to provide clarity around renewable energy projects and prevent national resources from benefiting adversarial nations.
Valadao emphasized the importance of stability in renewable energy policies for communities like California’s Central Valley. “The Central Valley is leading the way in renewable energy production, and our communities deserve policies that provide stability and certainty for the future,” he stated. He highlighted that the act would maintain clean energy tax credits essential for farmers and producers while gradually eliminating subsidies for self-sustaining technologies.
Congresswoman Kiggans underscored the bill’s alignment with economic and national security needs by stating, “By responsibly phasing out subsidies for technologies like wind and solar, and ensuring foreign adversaries like China and Russia can’t exploit American tax benefits, we are safeguarding both our energy independence and our taxpayers.”
Congressman Garbarino noted that industry predictability is crucial to fostering innovation and reducing consumer costs. He expressed eagerness to work on advancing this agenda: “Certainty for the energy industry is essential to securing American energy dominance.”
Representative Amodei stressed an inclusive approach to achieving energy independence: “America’s path to energy independence must involve an all-of-the-above clean energy approach.” He mentioned prioritizing American innovation over foreign interests.
Congressman Newhouse pointed out opportunities for U.S. leadership in clean energy while managing costs: “The United States has the opportunity to lead the world in clean energy production while lowering costs for consumers.”
Various organizations have voiced their support for this legislative initiative. Citizens for Responsible Energy Solutions praised its potential impact on maintaining America’s competitive edge globally. Frank Macchiarola from the American Clean Power Association called it a constructive step towards addressing increasing electricity demands.
Pat Vincent-Collawn of Edison Electric Institute highlighted the need for policy certainty in meeting growing electricity demands: “We are grateful…for recognizing that clear timelines for tax credits…support investment in critical energy infrastructure.”
Key provisions of the Certainty for Our Energy Future Act include extending certain tax credits until 2030, codifying safe harbor rules on public lands, and disqualifying companies linked to specific foreign entities from claiming these credits.
