Congressman David Valadao, representing California’s 22nd district, alongside Congressman Jim Costa from California’s 21st district, has introduced the FAIR Fleets Act. This bipartisan legislative effort seeks to modernize the vehicle fleet of the United States Postal Service (USPS) to ensure both urban and rural communities benefit from updated, fuel-efficient delivery vehicles.
“In the Central Valley and rural communities across America, families and businesses depend on the Postal Service,” stated Congressman Valadao. He emphasized that frequent delivery delays occur due to USPS’s outdated resources. “This bipartisan bill gives USPS the tools to upgrade its aging fleet with more fuel-efficient vehicles—improving reliability and reducing costs—to ensure people receive dependable mail services no matter where they live.”
Congressman Costa highlighted the importance of equitable service for all Americans: “Every American, whether they live in a big city or a rural town, deserves reliable, timely postal service.” He added that the FAIR Fleets Act aims to provide underserved areas with service levels comparable to those in more populated regions. “This bill is about fairness and better efficiency in our mail system.”
The USPS currently manages one of the world’s largest civilian fleets with over 230,000 vehicles. Many of these vehicles are over three decades old, notably including models like the Grumman LLV. These aging vehicles contribute to increased maintenance costs and emissions while causing notable service delays, especially in rural locations.
The FAIR Fleets Act proposes amendments to Title 39 of the U.S. Code requiring USPS to evaluate and modernize its fleet distribution. It prioritizes underserved areas such as rural towns, Tribal lands, and high-poverty urban neighborhoods. Additionally, it mandates annual reports from USPS to Congress detailing vehicle distribution progress in underserved areas along with recommendations for further service improvements.
